Electronic invoicing in Morocco in 2026: what every merchant needs to know

Electronic invoicing is gradually becoming mandatory in Morocco. Legal framework, the DGI’s Clearance model, accepted formats: here’s what every merchant needs to understand before the 2026 deadline.

What is electronic invoicing?

Electronic invoicing is not just a PDF sent by email. It is an invoice issued, transmitted, and stored in a structured and standardized format, readable by both software and the tax administration. In Morocco, this transformation is led by the General Directorate of Taxes (DGI) and will eventually concern more than 1.2 million businesses.


A now-clear legal framework

The obligation is grounded in Article 145-IX of the General Tax Code, introduced by the 2024 Finance Act. This text requires taxpayers to adopt an invoicing IT system that complies with the technical criteria set by the administration. The precise implementation terms are deferred to an implementing decree.


The “Clearance” model: real-time validation

Morocco has adopted one of the strictest models in the world, known as “Clearance”. In practice, each invoice must be validated in real time by the DGI’s national platform before being sent to the customer. Without this electronic approval, the invoice has no legal value.

The technical platform was developed by the Moroccan company xHub, under a public contract worth around 6.3 million dirhams.


Which formats are accepted?

A simple PDF is explicitly excluded. The invoice must be based on an internationally recognized structured format:

  1. UBL (Universal Business Language): a standardized XML format widely used for commercial exchanges.

  2. CII (Cross Industry Invoice): another XML standard recognized by the DGI.

  3. Electronic signature: each invoice must be electronically signed to guarantee its integrity and authenticity.
